On July 26, 2016, Narisarawan or ‘May’, was detained by Makkasan police officers for defamation and Computer Crime Act offences after she posted on Facebook about the death of her uncle, Soldier Vichian Peoksom, who was punished until dead in 2011. Later, She got bail in July 27.
 

Defendant Background

Naritsarawan, 25, graduated from Thammasat University Social Administration. She currently serves as an officer at the Department of Children and Youth under the Ministry of Social Development and Human Security.  

She is the niece of Pvt. Wichian Puaksom, an army conscript who was punished to death during military training at Narathiwat Ratchanakarin army camp in 2011. On the case of Pvt. Wichian, the Public Sector Anti-Corruption Commission order that 10 army personels are guilty and the case is now with the public prosecutor. Civil Court ordered the Royal Thai Army to pay compensation to mother of Pvt.Wichian 7,049,213 baht.

Allegation

Naritsarawan was accused of posting information on her Facebook page which she posted it in February, 2016. It involved with the consideration of the Military officer suspension, while some officers were not suspended. The action taken in consideration was seen as the selective practice of the military service. 

Circumstance of Arrest

Makkasan Investigative police together with Muang Narathiwat police arrested Naritsarawan at  the Department of Children and Youth, Ministry of Social Development and Human Security where she works at 1100 hrs. The office is located at Nikom Makkasan road, Ratchathevi in Bangkok.

26 July 2016

Prachatai news website reported that Naritsarawan was arrested by three police officers from Bangkok’s Makkasan police station from her workplace at 1230 hrs. Officers showed an arrest warrnat under charges of criminal defamation and the Computer Crime Act (2007) by publishing false information online about the torture of her late uncle in February 2016. Makkasan police said that the court issued a warrant for her arrest on 16th February, 2016 . However, the arrest was made on 26th July 2016, after receiving information from Narathiwat police.

Around 15.30, the authority detained Naritsarawan at Makansan police station to arrange an arresting record before taking her to  Muang Narathiwat police station in Narathiwat Province, a far South province, to file charges against her and proceed with the case further. 

Around 17.20, after arresting record was processed at Makasan police station, she revealed to the press briefly before being taken to Muang Narathiwat police station that she would be charged with defaming the military and disseminating "false information" under section 14(1) of the Computer Crime Act.

27 July 2016

Thapanee Ietsrichai, a field reporter from Channel 3 TV, posted  on her Facebook page that Naritsarawan arrived at Muang Narathiwat police station. 

Late night on the same day, Thapanee posted on her Facebook page again that Naritsarawan was informed the charges at Muang Narathiwat police station. However, she rejected all charges and was later released on bail. The complaint was brought by a person who was accused of being responsible for Wichian’s death and was not from Internal Security Operations Command or military service.

 

17 August 2016

Prachatai news website reported that Naritsarawan submitted the letter to the office of Attorney General demnding for justice as well as provided evidence to prove her innocence to the prosecutor.
